Position
Title: Laboratory Quality Systems Manager (Consultant
Position)

Position
Summary:
The
Quality Systems Manager (QSM) will provide technical assistance in coordination
with the U.S. Centers for Disease Control Global AIDS Program – South Sudan
(CDC/GAP – South Sudan) to support the Ministry of Health in the establishment
of a laboratory quality management system (QMS) at all levels of the national
tiered laboratory system.
The
QMS will include reference documents of policies and standards for
accreditation, facilities, instrumentation, testing methods and human
resources; standard operating procedures; and management procedures to assure
access to quality laboratory services in South Sudan.
The
Quality Systems Manager will contribute to all aspects of the development of
the QMS including drafting documents, training laboratory staffs, assessing
laboratory services and developing quality improvement plans, mentoring and
coaching laboratory staffs and supporting initiatives for laboratories to
achieve accreditation.
This
position reports to an APHL Program Manager and receives day-to-day direction
from the CDC/GAP-South Sudan Laboratory Lead.
Responsibilities
include but are not limited to:
1.
Develop with MOH and CDC/GAP-South Sudan an operational plan consistent with
the National Laboratory Strategic Plan with clear direction on how to implement
and coordinate the strategic initiatives for strengthening laboratory services
including facility and equipment improvements, technical and supervisory
training, development of standard operating procedures, quality improvement
initiatives and supply and maintenance systems strengthening

Provide technical assistance in the development of terms of reference, and
support the activities of a Laboratory Technical Working Group for the South
Sudan Laboratory Network.
3.
Develop a stepwise plan for implementing and sustaining an EQA Program.
4.
Provide guidance, mentorship and coaching for the laboratory staff.
5.
Work closely and report progress of activities to CDC/GAP-South Sudan.
6.
Provide routine debriefings (at least biweekly) to CDC/GAP-South Sudan and MOH.

This

The
requirements listed below are representative of the knowledge, skill and/or
ability required.
- A
four year university degree in medical laboratory science, masters level
preferred
- 4-7
years experience in the performance of clinical laboratory procedures
including 2 years supervisory/ laboratory management experience
- Knowledge
of and practical experience in use of laboratory quality control and
assurance procedures and compliance with laboratory accreditation
standards (e.g. SLMTA/SLIPTA, ISO 15189)
- Experience
with lab administration (procurement, scheduling, documentation, HR
development)
- Ability
to work collaboratively with multiple organizations for the benefit of
South Sudan’s laboratories and the people they serve
- Ability
to be self-directed, highly organized, and a team player with a positive
attitude
- Good
written and oral communication skills – fluent in spoken and written
English; basic Arabic is an added advantage
- Excellent
interpersonal skills and keen sense of confidentiality
- Computer
Skills: To perform this job successfully, an individual should have
experience with a laboratory information management system, basic computer
skills and be familiar with a Windows operating system including excel and
word
- Knowledge
of problem solving techniques and good negotiation skills
- Active,
creative and self-motivated personality
